It is interesting to note that the pages of the 1933 Constitution report began by justifying revolutionary actions by condemning the previous government. The text condemned the values of "individualism and liberalism” that were promoted at the expense of more significant values such as the family, the municipality, and the professional workforce, as well as the promotion of a moral public opinion and the nation's culture. Salazar knew the importance of maintaining balance and the notion of stability and he decided that the 1933's Constitution would be committed to the military, too.
