The exposition was divided into sections: History, Ethnography, and Colonial World. Many pavilions emanated from the center at Empire Square. Graphics promoting the 1940 Exposition and associated exhibitions were modern and lively in contrast to the broader state of a Europe embroiled in war.

Folkloric presentations at expositions emphasized Portugal’s traditional past as an idyll separate and superior to the chaos and war that industrialization was associated with in the rest of Europe.
